Equity in Action Plan
The Equity in Action project, unveiled in May 2021, is increasing equity in the delivery of high-quality instruction, particularly in Career & Technical Education (CTE), and enhancing Roanoke City Public Schools’ accessibility and support for the community at large. The project includes:
- the establishment of the Charles W. Day Technical Education Center (DAYTEC) adjacent to William Fleming High School
- a centralized location for school system administration
- and the establishment of a Community Empowerment and Education Center.

The Charles W. Day Technical Education Center (DAYTEC)
DAYTEC opened to students in January 2024, and a dedication ceremony was held in April. With the opening of DAYTEC, RCPS has doubled its CTE seat capacity and introduced new career pathways in a state-of-the-art facility! The existing Roanoke Technical Education Center (ROTEC) adjacent to Patrick Henry High School also offers CTE courses.
DAYTEC offers 17 career pathways, including six new programs (marked *) unique to DAYTEC. ROTEC also offers a Precision Machining program in partnership with Virginia Western Community College that is available to all RCPS students. William Fleming High School also houses additional CTE programs, such as JROTC and photography.

William B. Robertson Administration Building
Roanoke City Public Schools’ purchase of the former Roanoke Times building in 2021 will centralize school administration offices. This move allowed the former Ruffner Operations Center to become DAYTEC, and the former Central Office will become the Community Empowerment and Education Center. Our students always come first, so RCPS’ priority was to complete DAYTEC. Construction on the Administration Building began in early 2024, and the building is estimated to be substantially complete in early 2025.
Community Empowerment & Education Center
Establishing the Booker T. Washington Center for Community Empowerment & Education in the current Central Office building will allow RCPS to welcome all members of the community, increase accessibility to essential services, promote community collaboration, and empower families with knowledge and resources that will enrich their lives and the city.
The center will offer resources and services such as:
- A Welcome Center for students and families who need assistance with school enrollment, especially for families whose native language is one other than English
- Adult Education programs, including GED preparation, vocational training, and English classes for non-native speakers
- Classrooms and flexible spaces for use by RCPS and the community, including a Parent & Guardian University offering classes on topics of interest
- Additional community resources and services in partnership with community organizations
The Superintendent’s Community Engagement Committee is currently working with community partners to identify areas of synergy and is actively seeking funding for the center. The center is expected to open in summer 2025.

52 Weeks of Reading
Roanoke City Public Schools (RCPS) is launching 52 Weeks of Reading for the 2023-2024 school year!

Every Wednesday evening during the school year at 7 p.m. and throughout the summer, families will be encouraged to join their child(ren) for a virtual story time. Discussion questions will be provided to allow families to engage with their child to enhance reading comprehension, critical thinking, and to promote family engagement. -
Community Needs Assessment
The Booker T. Washington Center for Community and Empowerment and Education is anticipated to open in July 2025. The Superintendent’s Community Engagement Committee has worked to develop a Community Needs Assessment that will guide the development of the Community Empowerment and Education Center.
Feedback from families and the community will help to determine the services and programming the community needs. This will help ensure RCPS is able to support families, the community, and ultimately students. View the results from the survey in this presentation.
The Center will offer:
- A Welcome Center for students and families who need assistance with school enrollment as well as for families moving to the area who have a home language other than English (interpreting services are provided as necessary)
- Adult Education & Professional Learning Center
- Parent and Guardian University
- Community Resources and Services as determined by the needs assessment

Equity in Action Plan Announcement
RCPS Family,
When I joined Roanoke City Public Schools, one of my promises to you in my 100-Day plan was to “monitor school system efforts toward equity and access to ensure high-quality programming for all students.” I’m proud of the equity groundwork we’ve begun laying this year, and I’m excited as we look toward the future.
On Monday, May 3, 2021, we presented an Equity in Action – Destination 2030 proposal to the School Board and Roanoke City Council at their joint meeting. This proposal provides a roadmap for equitable access to Career and Technical Education for students at both of our high schools, the centralization of our district administration into one location, and the creation of a Center for Community Empowerment and Education.
While the past year has been challenging, we are very excited to begin looking forward. This proposal, if approved by both the School Board and Roanoke City Council, is exciting for our students, our schools, and our city.
I want to thank you for all you do to support our students. I am excited about the future and look forward to standing alongside you as we work to ensure all students can meet their full potential.
